What is service charge collection software?

Service charge collection software issues an Owners' Management Company's annual service charge to every unit, collects the money, reconciles each payment and chases whatever falls late. For an Irish OMC that means billing by the development's schedule of apportionment, collecting by SEPA Direct Debit or bank transfer rather than card, and settling to a PSRA client account. Cuan runs the whole cycle from one place, so a manager issues, collects and reconciles without a spreadsheet or a card terminal.

How are service charges collected for an Irish OMC?

The OMC chooses a default of pull or push. A pull collects by SEPA Direct Debit on the due date, so the owner sets it once and forgets it. A push lets the owner log into their own bank and pay a transfer with a unique reference. Cuan captures either over a read-only AIS feed, the Account Information Services side of open banking, and marks the invoice paid. Owners never pay by card, so no card percentage is skimmed off the fund.

What does the MUD Act 2011 say about the service charge?

Section 18 of the Multi-Unit Developments Act 2011 requires every OMC to establish and maintain an annual service charge scheme covering ongoing costs such as insurance, maintenance, cleaning, waste management, repairs and shared services. The charge has to be calculated on a transparent basis and put to the members. Cuan encodes that as an approved budget apportioned across every unit by the schedule, with a plain-English statement for each owner, so the charge you collect is the charge the members signed off. Can an OMC recover unpaid service charges?

Yes. An unpaid service charge is a debt owed to the OMC, and letting it slide starves the development of the money it needs to run. Cuan recovers it with a board-approved ladder: gentle reminders first, a self-serve instalment plan at day 30, and a formal notice only if those are ignored. Vulnerable owners can be flagged so escalation freezes, and every step is logged. Directors see the arrears total and its ageing, never a neighbour's name, which keeps the board on the right side of GDPR.

Where does the money go, and does the software hold it?

Every euro settles straight to the OMC's PSRA client account. Cuan never sits in the flow of funds: it reads the bank over a read-only AIS feed to reconcile and mark payments paid, but it does not collect into its own account or move client money. That keeps collection inside the PSRA client-money rules and means the OMC's cash is never resting in a software company's account.
